Bangladesh has recently included overseas voters in its democratic process following a significant campaign in the United Kingdom. Our communities in the UK are prepared to assist in ensuring that this opportunity is meaningful and accessible. It has been demonstrated that fair regulations and sound policies play a pivotal role in holding free and fair elections. For the first time in Bangladesh, the Election Commission is actively working to extend voting rights to overseas citizens—particularly to the large Bangladeshi community living in the UK and the rest of the world. Notably, around 40% of the new voters are young people, which marks an important milestone in the country’s democratic journey.

It is therefore essential to create awareness among overseas voters to ensure their full participation in this process. Dual citizens of the UK and Bangladesh, aged 18 or above and registered in Bangladesh, are eligible to vote. However, many of them still require targeted awareness programmes to encourage participation and to ensure their voices are respected within the democratic framework. Hansard Research UK is working on these issues alongside other important matters relating to fair elections and democratic accountability.

In Bangladesh, election officers—from presiding officers to polling agents—sometimes struggle to implement procedures that guarantee free and fair elections. Training is therefore necessary for both election observers and officers to ensure compliance with established guidelines and best practices. Hansard Research UK is committed to supporting this area of work, and its members will also undertake training in line with the requirements of relevant authorities, including the Electoral Commission, to ensure full compliance.

Our activities in Bangladesh are aimed at eliminating abuse, intimidation, and undue influence among voters, candidates, election agents, and statutory officers. We are also supporting communities by raising awareness about party manifestos and helping voters understand what issues should guide their democratic choices. Through open awareness programmes, developed in consultation with the relevant authorities, we aim to empower voters to cast their ballots freely, without the fear of coercion, and without the influence of money or power.

Hansard Research UK is also creating awareness among overseas Bangladeshis regarding their right to register to vote in the UK. Registration remains open until 1 November 2026 (not applicable to Northern Ireland), and timely awareness is vital to ensure maximum participation. As a team of researchers, we actively engage in consultation with authorities and produce research outcomes, findings, and recommendations. Hansard Research UK is conducting studies to explore ways for overseas Bangladeshis to exercise their voting rights through postal and proxy voting. Our findings will help generate resources and policies that can later be implemented in Bangladesh.

We believe that through rigorous research we can identify key challenges, and through training and resource development, we can provide practical solutions. Our members are prepared to participate in upcoming consultations, sharing their evidence-based recommendations with relevant authorities.

Hansard Research UK is committed to carrying out further studies to strengthen democratic practices. By identifying gaps, making evidence-based recommendations, and sharing best practices, we will help authorities develop policies that ensure communities are supported and empowered. These lessons will not only benefit Bangladesh and the Bangladeshi diaspora but will also be shared with international partners as examples of democratic best practice.

To achieve these goals, we will engage qualified trainers and adopt a collective approach that draws upon shared experiences, professional expertise, research findings, academic collaboration, and partnerships with universities and civic organisations. By combining skills, tools, and resources, we aim to contribute meaningfully to a fairer, stronger, and more inclusive democratic process.

Purposes and activities

Hansard Research UK is committed to supporting research and initiatives that strengthen the democratic process, particularly by promoting free and fair elections. Our work focuses on identifying specific constraints, developing evidence-based recommendations, and supporting the creation and implementation of policies and practices that facilitate a fair and transparent electoral process.

A key objective of our team is to contribute as election observer organisation in the UK by raising awareness about authority-provided voter guidelines, providing training to our members, and participating in consultations with the Electoral Commission in the UK , the Election Commission of Bangladesh and other relevant authorities around the world in line with local and international laws . Our contributions will be informed by research outcomes, findings, and policy recommendations.

In Bangladesh, the inclusion of overseas voters in the electoral process represents a historic milestone. With approximately 40% of newly registered voters being young people, it is essential to reach out to this demographic and implement voter registration awareness programs. Leveraging our resources—including trained volunteers, outreach materials, grassroots engagement networks, and research insights—we are prepared to pilot programs in Bangladesh that support authorities in ensuring free and fair elections.

Bangladesh is scheduled to hold its Parliamentary general election in February 2026. A significant portion of the electorate resides abroad, including in Commonwealth countries. Many of these voters face challenges such as limited communication, language barriers, and difficulties accessing documentation, which can hinder their participation in the democratic process. Hansard Research UK will work closely with volunteers in Commonwealth countries to engage with these voters, ensuring they understand and can exercise their voting rights effectively.

We recognise that overseas voters require targeted attention and support from foreign missions to navigate registration and voting procedures. Fair and inclusive policies are essential to guarantee their participation, and immediate action is required to address existing gaps. Hansard Research UK will provide authorities with research-based recommendations, practical solutions, and resources to improve communication, documentation assistance, and overall voter engagement for expatriate communities.

Through our combined efforts—research, training, volunteer mobilisation, and policy consultation—we aim to enhance voter awareness, strengthen electoral integrity, and contribute to a more inclusive and representative democratic process both in Bangladesh and among its overseas communities.

Our aim and objectives

  1. Provide training to members and volunteers, create voter awareness, and distribute relevant materials to ensure voters can participate in free and fair elections, safeguarding democracy and human rights.
  2. Participate in consultations with authorities whenever new electoral guidelines or regulations are issued.
  3. Conduct research to engage more voters in the democratic process, identify challenges, and provide evidence-based recommendations and action plans to authorities.
  4. Raise awareness of information provided by authorities and stakeholders in the UK and elsewhere in the world, supporting campaigns and awareness programs to assist local authorities, electoral registration officers, and partners.
  5. Educate and inform the public, particularly voters, about the work of Hansard Research UK and its initiatives.
  6. Provide tailored resources and support for disabled voters and voters with autism, assisting authorities in developing fair policies to ensure their full participation in the democratic process in Bangladesh.
  7. Reach out to disabled voters, voters with autism, or their representatives to ensure they understand and can exercise their voting rights.
  8. Create and disseminate awareness regarding changes in postal and proxy voting, as well as any new regulations provided by authorities and stakeholders.
  9. Conduct research to identify issues affecting voter participation and create awareness campaigns that empower voters to exercise their rights confidently.
  10. Coordinate and support volunteering services, engaging individuals committed to promoting and supporting authorities in maintaining a fair democratic process.
  11. Continue voter registration awareness campaigns and provide ongoing support to ensure maximum participation.
  12. Provide training to candidates’ election agents to familiarize them with electoral laws, guidelines, and best practices.
  13. Engage communities to promote fair democratic practices, enhance understanding of policies and regulations, and encourage active participation.
  14. Empower engaged communities to share their knowledge with others, fostering broader civic education.
  15. Organise meetings, seminars, public opinion surveys, research projects, symposiums, and other forums to advance awareness, research, and democratic engagement.

At present, we are not using social media platforms for communication. Instead, we are focusing on physical campaigns to engage directly with our target audience, prioritizing the best interests of children and older generations by reducing dependency on social media.

We are actively exploring alternative outreach methods, including organizing events at community clubs to interact with specific groups such as individuals with autism or members of various religious communities. Our activities also include exhibitions, meetings, lectures, classes, and the publication or distribution of newspapers, magazines, books, and other literary works that support the objectives of the organisation.

We recognise that some voters do not access social media at all, and we are committed to ensuring that this audience is fully reached. Physical communication methods such as banners, flyers, posters, placards, and in-person campaigns at universities and community clubs form a key part of our strategy.

Hansard Research UK will help students how to collect research materials and carry out research from
various websites like https://hansard.parliament.uk, https://www.gov.uk, and various subscriptions from international journals. The researcher will be able to get a sound understanding of fair policies for government and businesses about important topics of local, national, and international issues. Students will be equipped with knowledge, skills, and experience with national and international credential and validation.

Various training are available e.g. Polling Station Staff Training, Election Agents Training,Election Observer Training etc.
